When I type rpm -i dpkg.rpm
It installs the program.
But then I loot at /
And there is an extra folder named "${prefix}"
I installed rpm from source with ./configure --prefix=/usr
I have not tried "rpm -i dpkg.rpm -prefix="
     Is that what you mean?
What information do you need?

Regards,

Bobby G. Smith Jr.
