replace only changed files by upgrade

Hi Brothers :)

I want to upgrade tomcat webapp (a bunch of jsp files). Tomcat checks 
itself during runtime if file is modified or not (inode/mtime). RPM 
always creates a new file ";TXID" and then replaces original one. Is it 
possible to make "patched" upgrade, where "[no]filedigest", "[no]size", 
"[no]perm", "[no]owner" should be checked and file should be replaced 
_only_ if check fails?
