List of files from an external text file, one filename per line?

I'm just about sure I saw a way of doing this once, but my google skills
aren't helping me find it.

Isn't there something you can put in a spec file that'll say "use this list
of files - they appear in the text file I'm giving you"?

Kind of like GNU tar's  --files-from= option, except it appears in the spec
file instead of on the command line.
