For me, it is better to setting the file mode in the %install section
, for the ownership in general could suffices a defattr in the %file
section ( setting the ownership in the %install section could you
require root or similar privilege , not a good think ). This in
general. Also in some situation could be useful to generate the %attr
and friends recipe always in the %install section, putting these defs
in a file and using %file -f file.

It is a matter of taste.
