Building Source RPM

Hello all - 

I am trying to build rpm-4.8.0-32.el6.src.rpm.  I installed the source RPM.  
Then untarred the rpm-4.8.0.tar.bz2 file.  From the rpm-4.8.0 directory that was 
created, I did a ./configure with links to all my libraries, make and make 
install.  This didn't put a rpm directory containing a _rpmmodule.so anywhere.  
How does the _rpmmodule.so get created?
