I used Cobbler in past. It is simple and if it have feature you needed, 
then good. But Foreman have more features and IMO is better choice.

Why you want Liquidbase? For tracking changes on systems?
You may rather want to use:

http://spacewalk.redhat.com/
or
http://www.katello.org/

Both are build exactly for system management and tracking changes.
