support for arbitrary_tags

Hi

rpm5.org added support for arbitrary_tags as described in https://www.redhat.com/archives/rpm-list/2008-January/msg00005.html

A download of 4.13.0.1 from rpm.org shows no such capability.

Questions wrt 4.13.0.1+:

a) is there any proposal to make support for arbitrary_tags available
   in a future release from rpm.org ? If no, are there architectural/technical reasons
   that prevents from adding this capability or this is more of a
   resource/priority issue ?

b) Is there an equivalent capability that one can use ?

Apologies in advance if this is already discussed earlier. A pointer to the discussion would help.
