[Rpm-maint] simplification

So, one of our stated goals is starting with the RPM 4.4.2 codebase and 
figuring out some of the possible simplifications.

Let me ask the obvious question -- why not start by taking the rpm man 
page, going through it, and having the conversation around which features 
or areas make sense, which need work, which could be removed/deprecated, 
etc?

We've made some bold claims of our goals -- time to also start talking 
publicly about the work we are doing towards them.
