[Rpm-maint] Promoting popt

I think it is time we gave popt a promotion.  He has worked tirelessly
under the tutelage of rpm for a number of years, never getting full
recognition.  I think that James has already removed the popt directory
in his tree, but if we commit that as-is, we will loose popt.  Since the
hg tree just go reorganized to allow for maximum rpm along side rpm, I
would suggest adding popt alongside.

Does this make sense?
