I'd agree dep loops are bad in general, and usually packaging issues.
Prereq certainly is a legacy thing but also this patch simply redefines
the sense, which is also described in the LSB package format.

What we do with that value in future is certainly not set in stone.

Not a problem, I've been meaning to do for a while, but I've been caught
up on other projects - but from now my time will be pretty much
dedicated to keeping things moving now.
