[Rpm-maint] [PATCH] Two patches to create less rpmnew/rpmsave/rpmorig files

Two patches to create less rpmnew/rpmsave/rpmorig files in cases when it
doesn't make much sense. I've sent the first patch already to this list
some time ago but I improved it to handle also the case when in both old
and new package there is a symlink (as %config) and we have regular file
on disk.

The second patch fixes both

- prevents creating .rpmnew/save/orig files when the files/symlinks in
package and on disk differ just by a timestamp.
