[Rpm-maint] [PATCH] Improve RPM behavior for %config when on-disk file type different

When on-disk file type is different from the one in package (symlink vs.
regular file) for %config file a .rpmnew or .rpmsave file is created.
That shouldn't happen when the file was not changed between original (in
rpm db) and new (in new package).
This patch tries to solve that problem.
