[Rpm-maint] New docs

I just uploaded to the wiki to documentation files that I have had
floating around for a while.

http://wiki.rpm.org/FileFormat has the start of a draft documenting the
file format of rpm container files.  It does not attempt to define the
content in the container, where not necessary, rather just what it
needed to build a well formed container.  The overall format, and some
stock portions, are borrowed from the gzip RFC.  Please note that it
does NOT match what is output today from RPM, but is very similar.

http://wiki.rpm.org/HeaderTags has the start to a Augmented Backus-Naur
Form definition of some tags in RPM headers.

These two, combined with the information in the LSB, together are not
nearly enough information to implement a program to install an RPM, nor
enough to implement a program to write an RPM file, but it is a start.
