[Rpm-maint] rpm 4.4.2.1 release candidate 3

Sigh... (hopefully just) one more rc.

The payload format checking caused packages generated with rpm-3.x to be 
uninstallable because those old packages don't *have* a payload format tag 
in the header. Pretty much a showstopper, and since rc3 was needed 
anyway I put in a couple of other fixes as well, couple of which were 
planned for earlier but just forgotten, duh.

Changes since rc2:
- permit installing packages with no payload format tag
- fix ordering with --nodeps
- don't close scriptlet stdout by accident
- fix including exported headers from C++
