Right. Avoiding header tag collisions is in everybodys best interests 
really, so here's what I'm going to do:

I'm not going to pull in current rpm5.org tags for 4.4.2.1. Simply because 
I don't want to manually update all those tags to the python bindings to 
avoid more bugs like this on things we don't even support otherwise:

Post 4.4.2.1 when (not if, barring any unforeseen complications) we start 
using automatic python types for them, that wont be a problem, and we'll 
start syncing with rpm5.org tags to allow at least querying "foreign" 
packages if nothing else.

We're not adding new tags of our own to 4.4.2.1, so all we really need at 
the moment is the promise from both sides to commit to avoiding tag 
collisions. See above for mine.
