OpenSuSE Factory doesn't seem to have elfutils packaged either, but it's
included in rpm source rpm, and built within there (to allow rpm itself to
build).
Based on the various comments, it seems to me that this is indeed a
question of licensing and all that's needed is upgrading the elfutils
tarball within Suse/Novell rpm-src.rpm to a 0.97.1 (which is the same
exact code as 0.97 AFAICT, just relicensed) or later to resolve the
licensing issue, and then the dwarf.h patch isn't needed anymore. Not
applying.
