IMO it's really useful. In Mandriva we've wanted this feature for
years, even if we didn't know exactly how to do it. For now we use it
as strong hints, which are installed by default, and users are able to
remove those packages afterwards.
It's used for packages that work "better" when another package is
installed (eg: plugins), though some users really don't care about the
feature and would scream if they could not get rid of the package they
don't use.
Some examples:
libalsa2 suggests libalsa-plugins
ekiga suggests yelp
evolution suggests spamassassin
rosegarden suggests lilypond
it's also useful for "task" meta-packages
