[Rpm-maint] %patch does not make use of %__patch

Ah yes, thanks for reminding me :) There are bunch of other similar cases 
too (tar instead of %__tar) .. most of the cases should be fixed now in 
rpm.org head, what remains is rpmbuild -t variants which wants more love 
than just tar vs %__tar...
