[Rpm-maint] Compatibility between rpm-devel and rpm

I wrote a program using rpm-devel 4.2.3 to inquire the RPM database. The
program can run on a Linux with RPM 4.3.3 but not on RPM 3.0. My
question is: what version of rpm-devel should I use in order to run on
most Linux machines? Any commonly recognized rpm-devel version?

 

What I need to do is very simple query calls.
