I wouldn't consider SRPMs to be packages like RPMs are.  As a non-root  
user, I can install an SRPM into (in my case) /home/jeff/rpmbuild  
which is the setting for %_topdir in my ~/.rpmmacros  I don't think  
the system needs to track this.
