Another clarification (duh, I'll blame Monday for blurry brain-patterns): 
I dont consider this a to be a barrier for initial inclusion. Having the 
collection action-bits bundled in rpm keeps things simpler for starters, 
moving the collection plugin details to "owning" packages can be done 
later on when we've gained a bit of experience with this thing.
