After a bit of further pondering about the name ... applied (I just 
stripped the unused magic_and_path variable out), and thanks.

For the exclude part, I think I'll refactor the surroundings a bit so 
that both exclude- and include-matches can be handled with a single 
"does this file match this rule" function, then any added flags (such as 
this) will work automatically for both rule-types.
