[Rpm-maint] RPM 4.12.0 beta1 released

Getting to beta took a bit longer than usual, but not because alpha was 
particularly buggy (it wasn't), I was just on a long vacation enjoying 
unusually hot weather for Finland.

Anyway, as anticipated there were a few regressions in the 4.12 alpha, 
obviously fixed in the beta:
- interleaved hardlink sets mishandled in package build
- rpmdb iterator pattern matching (RhBug:1115824)
- ancient payloads without ./ prefix (RhBug:1122004)

Other changes/fixes since alpha:
- optimizations to file requires and installed dependency checks
- tweaks to preferred provider calculation in ordering (RhBug:1111349)
- VFP detection on armv7 was broken at least on neon-capable systems
- handle trigger indexes within rpmds
- support automatic dependency generation for weak dependencies
- macro-expand %{load:...} argument automatically
