[Rpm-maint] RPM 4.12.0 rc1 released

The beta turned out to be a bit of a disaster with several new 
regressions introduced, and then fixes to those regressions actually 
causing different regressions.

Those should be dealt with now, knock wood. Also this time changes are 
quite minimal, as you'd probably expect at beta -> rc stage:

- fix rpmdeps segfaulting on execution
- fix rpmspec queries missing all manual dependencies from spec
- fix buildrequires gone missing from src.rpms
- fix dependency logging gone missing on builds
- fix double-free on signature header with no padding
- fix Fclose() return code on stacked io
- fix triggerindex always getting allocated in rpmdsMerge()
- add couple of new testcases
