[Rpm-maint] RPM 4.11.2 rc1 released

Long overdue, rpm 4.11.2 rc1 is out for testing:

This is just a largish pile of assorted bugfixes all over the place, 
plus a handful of enhancements to the Python bindings. Nothing 
particularly spectacular here, just a regular maintenance update to the 
4.11.x series that's long, long overdue.

As the number of overall changes is quite large, playing it on the safe 
side and starting with a release candidate again.
