[Rpm-maint] RPM 4.12.0 alpha released

Took us longer than enough this time around, but finally its out there 
for your testing, um, pleasure. To list some obligatory highlights:

- Support for files over 4GB in packages
- Support for weak dependency tags (suggests, recommends etc)
- Faster package generation and signing
- New plugin interface
- New APIs to access package payloads

Go get it while its hot, but down get burned or cut yourself, it WILL 
have some rough edges due to the enormous amount of changes all over the 
deep internals.
