[Rpm-maint] [rpm-software-management/rpm] pythondistdeps.py: Add --majorver-only dependency switch (#84)

Tomas Orsava from the Fedora Python SIG requested that the dependency generator support only using `pythonXdist(M)` format for both Provides and Requires, so now this capability
exists.
