[Rpm-maint] [rpm] Fix symlinks for installations outside /usr/bin (#60)

@ffesti The actual problem is that `/bin/rpm` isn't valid when you install to `/usr/local`, and the symlinks unconditionally assume rpm is being installed systemwide.
