[Rpm-maint] [rpm] Rename to pythonX.Ydist, read .dist-info, support legacy pythoneggs()(), and cleanups (#49)

#### Major change: introduction of attr file to enable the dependency generator by default.

This pull request contains @soig's attr file to enable the dependency generator by default, adapted to also read python wheel data too.

Do we want to enable this dependency generator by default in RPM, or do we want to leave it as before, as an optional one that can be enabled by distros as they want it?
