If (clueless) users have been putting in "rpm" instead of "rpm-python", then adapting to reality and keeping, rather than reverting, the change seem best imho. It's unclear whether you want "rpm" or reversion to "rpm-Python" based on what you say above.
CPAN is a different culture, irrelevant to python. There are in fact multiple independently developed perl bindings all slowly rotting and unmaintained.
After reading #273, it isn't clear why a egg-info mechanism tied to pypi which isn't being used (by explicitly stated choice) is relevant to this (or any other) rpm issue, further obscuring what you wish to see happen.
