[Rpm-maint] [rpm-software-management/rpm] Conditional macro expansion fails (#127)

I have [at least one example](https://github.com/ascherer/sgb/blob/local/sgb.spec#L53) where the conditional macro `%{?with_patches:-p1}` does _not_ produce the expected `-p1` option correctly. 

This occurs with **rpmbuild 4.12** on **Kubuntu 16.04**.
