[Rpm-maint] [rpm-software-management/rpm] Use LANG=C.UTF-8 during package build, if available (#227)

I've rebased the commit to do a compile-time check if we are building against glibc and the used version of glibc is >= 2.13.  If these conditions are met, rpm will use the new locale then.  In the other cases the dafault will be the regular ASCII-based C locale.
