[Rpm-maint] [rpm-software-management/rpm] Add macros to generate --enable-/disable- arguments (#176)

To generate arguments for configure scripts. Take a look a few lines above at %{with}/%{without} macros. My macros do exactly the same but for --enable-/--disable-.
