[Rpm-maint] [rpm-software-management/rpm] Add support for sorting caret ('^') higher than base version and other fixes (#597)

I am surprised (and late in the game), but for those things, we kinda used '+' all the time. Not necessarily dates, but also `svn1234` or so. Is it too late to fix it?
