[Rpm-maint] [rpm-software-management/rpm] Add %alias_provides() as a new "useful generic macro" (#614)

I actually think that `AliasProvides:` directive would be a better
alternative (allowing for original customary syntax while checking that
`%_isa` suffix is not accidentally specified there, which is doable also
in the macro but Lua scripting would be needed), though it looks like
even more loaded proposal.

OTOH, this scriptlet would make for a good transition path for when (if)
`AliasProvides:` gets introduced later on.

I dunno, but current easy to get out-of-sync redundancy is not a win.
