[Rpm-maint] [rpm-software-management/rpm] Do not automagically depend on dbus (#361)

Name and description are beside the point. This is should not be about dbus support but about whether to build the dbus-inhibit-plugin.

The check should still honour the enable_plugins setting and not requiring dbus if plugins are not enabled.
