[Rpm-maint] [rpm-software-management/rpm] scripts: add brp-mangle-shebangs (#344)

In the meanwhile, figured enough is enough with constipating and procrastinating over the brp-* (burp indeed) mechanism and did this: https://github.com/rpm-software-management/rpm/commit/9dbdefb933b8871c9e4f598ff77510e6d5662c1b

It might not be the prettiest or most advanced thing in the world, but it does give us
1) a consistent way to disable any brp-* script
2) a consistent way to override any enabled brp-* script 
3) a way forward wrt adding new brp-* scripts, something which has been stalled forever
...without breaking existing setups so distros can migrate to the new scheme at their own pace.
