[Rpm-maint] [rpm-software-management/rpm] Adding an LMDB backend to RPM (#281)

I am tasting the fresh lmdb+rpmdb , but blocked by the following trouble, which u said above.

```
lock.mdb (an 8Kb file) needs to be 0666, other perms as expected.
```

any good suggestion on keeping lock.mdb perm 0666. The perm of lock.mdb maybe reverted back on my environment.
