[Rpm-maint] [rpm-software-management/rpm] Use full build template (#480)

Issue #329 is about automating sub-package generation that is of the "I want a pony" levevel of feature request.

Splitting into sub-packages has nothing whatsoever to do with build recipes, like driving a Debian dpkg build using macro based templating based on a perl script parser that attempts to best-effort mimic all the weirdness of the rpmbuild spec file parser.

Let's chase ponies, not unicorns, please.
