[Rpm-maint] [rpm-software-management/rpm] version comparison with epoch does not work as expected (#450)

@Conan-Kudo: linux distributions that do not carry epochs across a distro version boundary also cannot guarantee upgradeability: epochs (with missing == 0) are forever no matter what dain bramage distro's have decided to inflict on their lusers.
