[Rpm-maint] [rpm-software-management/rpm] Add --nobuildstage to rpmbuild to allow skipping %build stage (#441)

Note that "--nobuild" already exists and does something different.

This option allows to execute build phases separately much like
"--short-circuit" does but does not produce tainted packages.
