[Rpm-maint] [rpm-software-management/rpm] Add macros for default flags of file extractors. (#557)

While looking at this, it became obvious there are more changes here than just the added flags.
The first part pushed as 76c429c3178c965c6517629957a633768132904c, I'll handle the rest as time permits, so feel free to ignore the conflicts etc.
