[Rpm-maint] [rpm-software-management/rpm] Add macro for tar default flags. (#557)

I'm okay with adding this, except for adding the actual default (-k) with it. 

That said, actually it makes me think if we add it for tar, we should generalize the pattern to all those helpers, so we could basically say "when %setup invokes a program, it'll do so with the arguments in %_default_progname_flags". Want to have a go at such a patch?
