[Rpm-maint] [rpm-software-management/rpm] add parse_evr() to python bindings (#533)

As noted above, we wont be adding a separate Python implementation, rpm needs to provide a C API for purpose and then export that to Python. Closing, but opened a ticket (#561) to track the issue itself.
