[Rpm-maint] [rpm-software-management/rpm] Short option for SCM setting. (#564)

In addition to `--define="__scm <SCM>"` and `-D "__scm <SCM>"`, rpmbuild now acknowledges the short form `-S <SCM>` for selecting the versioning system from the command line.
