[Rpm-maint] [rpm-software-management/rpm] Dynamic Build Dependencies (#593)

@xsuchy it seems that it is due to `mock` passing `--nodeps` to `rpmbuild -bb`

@ffesti I get some weird error if I try to `rpmbuild --rebuild` with srpm generated using same version of RPM:
