[Rpm-maint] [rpm-software-management/rpm] Try to continue despite missing %include files on forced spec parse (#684)

@pmatilai I don't know if it's a good idea to make this a default behavior for `rpmspec -P` or `rpmspec -q`... I think it'd be better if an option was required to trigger this behavior, because the output is necessarily unreliable and users should _choose_ to accept that unreliable output.
