[Rpm-maint] [rpm-software-management/rpm] how to use the multi-threaded mode for packaging rpm? (#970)

Multi-threading will be used automatically for the portions that are multi-threaded, no need to do anything special about that, but large portions of the code-base are still single-threaded. 
The *compilation* phase is a different matter altogether, whether that runs parallel depends on your spec and the upstream project - not all upstream projects support parallel compilation at all.
