[Rpm-maint] [rpm-software-management/rpm] find-debuginfo.sh: speed up %dir generation (#975)

Ok, overall this looks like a much better solution that the original sed orgy. But the original code just adds those dir lines but keeps the file entries in place. This is kinda strange as the file entries are appended to the .new files in the lines right below. The new code only creates the dir entries. This looks more correct. But the name of the function and its comment should probably reflect that.
