[Rpm-maint] [rpm-software-management/rpm] Add descrption of conditionals into the spec documentation (#633)

I didn't even remember we *have* such a document in rpm tree. The last non-trivial, non-typo update was from 2001 so it's "a little bit" out of date, but that's hardly a reason *not* to improve it. Thanks for the patch.
